Approval of decision on allowances for children placed in foster care service

EveryChild Moldova salutes the Decree of the Government of the Republic of Moldova on approving the decision on the allowances for children placed in foster care.

About the allowances for children placed in Foster Care service

On the basis of the article 22 and 23 from the Law on Social Assistance No 547-XV of 25 December 2003 (Official Monitor of the Republic of Moldova, No 42-44, article 249) with further modifications and additions, as well as p. 60 of Framework Regulations on Foster Care service, approved through Government Decree No 1361 of December, 7 2007 (Official Monitor of the Republic of Moldova, 2007, No. 198 – 202, article 1436), the Government DECIDES:
 
1. To approve the quantum of allowances for children placed in foster care (attached).
 
2. To establish that funding of the expenditure that result from the present decree will be carried out in the limits of the financial means stipulated for this purpose in the budgets of the respective administrative-territorial units.
 
3. The control over the execution of the present decree is imposed on the Ministry of Labour, Social and Family Protection.

1 In case of the placement of the child with disabilities with a foster carer the one-off, monthly and annual allowances will be increased by 30 %.  
2 In case of short term placement one-off and annual allowances is issued at a rate of 250 lei per month depending on the duration of placement set by guardianship authority.
3 Monthly allowance for keeping the child is issued depending on the number of days of placement.
4 One-off allowance at the time of child’s majority attaining of 18 years of age is paid out to the young person for his/her (re)integration in society and preparing for independent living.
5. In case of respite care, one-off payment when placing the child is granted once per one calendar year.
